摘要
清洁生产是推动生产方式绿色化的必由之路,是从源头提高资源能源利用效率、减少或避免污染物产生的有效措施,是促进经济绿色低碳发展与高质量发展的重要手段。以“十三五”期间上海市强制性清洁生产审核情况为例,探讨清洁生产审核优化的措施与方法,通过优化清洁生产审核的名单动态管理、差异化审核、行业整体审核、产业园区全面审核、构建数字化智能系统、加强培训等手段,全面提升清洁生产审核效率与质量,达到节能、降耗、减污、增效与降碳的目的,助力深入打好污染防治攻坚战,加速推动经济绿色高质量发展。
Cleaner production is the only way to promote the green production mode.It is an effective measure to improve the efficiency of resource and energy utilization,reduce or avoid the production of pollutants from the source.It is an important means to promote the green and low carbon development and high quality development of the economy.Taking the compulsory cleaner production audit in Shanghai during the 13th Five-Year Plan period as an example,this paper discusses the measures and methods for the optimization of cleaner production audit.By optimizing the list dynamic management,differentiated audit,industry audit,industrial park audit,construction of digital intelligent system,strengthening training and other means,the efficiency and quality of cleaner production audit can be improved in an all-round way,so as to achieve the purpose of saving energy,reducing consumption,reducing pollution,increasing efficiency and reducing carbon.
