摘要
评审权下放标志着高校教师职称制度改革进入自主阶段。外部宏观制度的变化,使得不同行动主体在教师职称制度改革中权力位序和作用逐步改变。与此同时,受制于编制管理、基层学术组织话语权不足以及学术评价指标异化等因素的影响,地方高校自主开展教师评聘面临着诸多的制度悖论。随着国家"双一流"建设战略的实施,高校之间的错位竞争将成为常态。地方高校如何以自身的发展目标和定位为前提,成为提升办学竞争力的重要路径。为提高职称制度改革的有效度,地方高校亟须强化学术治理要素,创新评价手段,引入第三方学术评价,完善配套机制,加强评审环节和监督机制建设。
The comprehensive decentralization of evaluation authority indicates that the reform of the professional title system has entered an autonomy stage. The changes in the external macro system have gradually changed the order and role of different agents in the reform. At the same time, affected by factors, such as staffing management, insufficient discourse power of grassroots academic organizations, and alienation of academic evaluation indicators, local universities are faced with many institutional paradoxes in the independent development of faculty evaluation. With the implementation of the national “double first-class” construction strategy, dislocation competition among universities will become the norm.How local universities take their own development goals and positioning as a prerequisite has become an important route to enhance their competitiveness in running schools. In order to improve the effectiveness of the professional title system reform, it is necessary for local universities to strengthen the elements of academic governance, innovate the evaluation means, introduce the third-party academic evaluation, perfect the supporting mechanism, and strengthen the evaluation procedure and the construction of the supervision mechanism.
