摘要
利用2004—2016年我国284个地级市面板数据,构建城市绿色经济转型指数,采用多期DID模型实证检验智慧城市建设的绿色经济转型效应。研究发现:首先,智慧城市试点建设能实现经济增长、环境质量改善与绿色全要素生产率提升。其次,智慧城市试点建设能显著促进城市绿色经济转型,且结论是稳健可靠的。再次,智慧城市建设主要通过促进城市技术创新、产业升级和资源配置优化实现绿色经济转型。最后,智慧城市建设更能显著促进特大城市与行政级别更高的副省级城市绿色经济转型。因此,智慧城市建设要立足各地实际,合理进行战略定位;加快技术创新,强化创新驱动;发展智慧产业,促进产业升级;发挥好特大城市辐射带动作用,弱化城市行政等级影响。
Based on the quasi-natural experiment of smart cities pilot,this paper calculated green total factor productivity of 284 prefecture-level cities from 2004 to 2016 by using EBM-ML model and built the green economy transformation index and explored the effect of the construction of smart cities on green economic development using the multi-period DID method.The results show that:firstly,the construction of smart cities can significantly promote economic growth,improve environmental quality improvement,and enhance green total factor productivity.Secondly,the construction of smart cities can significantly promote the green economy transformation.Thirdly,the construction of smart cities is mainly through technological innovation,industrial upgrading and resource allocation optimization to achievegreen economy transformation.Fourthly,the construction of smart cities can significantly promote green economy transformation in megacities and sub-provincial cities.Therefore,urban development should promote the construction of smart cities based on local realities,formulate reasonable strategies andtop-level design,accelerate technological innovation,develop smart industries and promote industrial upgrading,decrease the influence of urban administrative level on resource possession and allocation.
