摘要
"全面提高资源利用效率"已经上升为国民经济和社会发展第十四个五年规划和2035年远景目标的国家战略要求。国土资源既是经济活动的重要载体,又是经济发展不可或缺的生产要素,全面提高国土资源利用效率是破解发展与保护矛盾、促进人与自然和谐共生的必然选择和必经之路。本文立足全面提高国土资源利用效率的战略背景,分析了支撑全面提高国土资源利用效率的土地要素投入产出理论、土地报酬变化规律、土地利用结构优化理论以及土地适度规模经营理论,基于此提出了拓展全面提高国土资源利用效率的路径模式,即土地立体化利用模式、土地复合利用模式、存量土地再开发模式以及工矿废弃地复垦模式等,然后探讨了全面提高国土资源利用效率的保障机制,提出要科学发挥国土空间规划的引导作用、充分激活土地要素市场配置的优势、健全完善三维地籍信息技术平台、探索建立多元主体专项融资渠道以及加快推进国土资源利用相关法律体系构建等。最后,本文还提出要明晰全面提高国土资源利用效率与国土资源"合理"利用的辩证关系,并从国土资源"合理"利用的内涵、外延、品质等方面提出相应的对策建议。
"Comprehensively improving resource utilization efficiency"has become the national strategic requirement of the 14th five year plan for national economic and social development and the long-term goal of 2035.Land resources are not only an important carrier of economic activities,but also an indispensable factor of production for economic development.Comprehensively improving the utilization efficiency of land resources is the inevitable choice and only way to solve the contradiction between development and protection and promote the harmonious coexistence between man and nature.Based on the strategic background of comprehensively improving the utilization efficiency of land resources,this paper analyzes the input-output theory of land factors,the change law of land remuneration,the optimization theory of land use structure and the theory of appropriate scale management of land,which support the overall improvement of the utilization efficiency of land resources,and puts forward the path model of expanding the overall improvement of the utilization efficiency of land resources.That is,land three-dimensional utilization mode,land compound utilization mode,stock land redevelopment mode and industrial and mining wasteland reclamation mode.Then,it discusses the guarantee mechanism to comprehensively improve the utilization efficiency of land and resources,and puts forward that we should give scientific play to the guiding role of land spatial planning,fully activate the advantages of land factor market allocation,improve the three-dimensional cadastral information technology platform,explore the establishment of special financing channels with multiple subjects and accelerate the construction of legal system related to the utilization of land and resources.Finally,this paper also proposes to clarify the dialectical relationship between comprehensively improving the utilization efficiency of land resources and the"rational"utilization of land resources,and puts forward corresponding countermeasures and suggestions from
