摘要
如何针对多类型、跨学科的科研机构系统性开展评估工作,一直存在较大困难。2020年,荷兰将延续多年的科研机构评估方案由《标准评估协议》更名并升级为《战略评估协议》,进行了从提供评价标准到引导战略发展的转变,这对我国完善科研机构评估制度,全面促进各类科研机构高水平发展具有很好的借鉴作用。在详细梳理荷兰科研机构评估方案的基础上,着重分析了2021—2027年最新评估版本的变化趋势,并从方式、方法、流程和内容等角度,探讨荷兰升级科研机构评估方案对我国科研机构评估的启示,最后提出相关对策建议。
How to systematically carry out evaluation work for multi-type and interdisciplinary scientific research institutions has always been difficult.Netherland upgraded its SEP(Standard Evaluation Protocol)in 2020,to which called Strategy Evaluation Protocol,transiting from offering evaluation standards to formulating the development strategy.This paper analyzes the latest version of the Strategy Evaluation Protocol 2021—2027,generalizing the evaluation procedures of the scientific research institutions and bringing forward the reflections on Netherland’s evaluation of the scientific research institutions and related policy suggestions in China.
