A Research on Government-driven Governance in the Collaboration of Elderly Care Services among the Beijing-Tianjin-Hebei Region——From the Perspective of Organizational Multiple Institutional Logic

摘要京津冀养老服务协同是满足区域内老年人养老服务需求、促进区域人口经济社会协调发展的重要战略,政府驱动是京津冀养老服务协同的重要特征。基于组织多重制度逻辑视角,阐释京津冀养老服务协同中政府驱动型治理的制度逻辑,分析认为应主要包括区域协同治理、科层制治理、政治联合体治理三种治理逻辑,同时,上述多重逻辑嵌套于“大、中、小”不同协同层面之中。进一步从大协同、中小协同两个层面,分析京津冀养老服务协同的困境挑战,以及对应的多重制度逻辑原因。在研究结论基础上,基于结构功能框架,提出京津冀养老服务协同逻辑调适和机制优化的重点方向:认知驱动环境适应、能力驱动目标协同、利益互补驱动系统整合、政策驱动维持系统运转。 The coordination of elderly care services in the Beijing-Tianjin-Hebei region is an important strategy to meet the needs of elderly care services in the region and promote the coordinated development of regional population,economy and society,of which the government-driven governance is an important feature.Based on the theory of organizational multiple institutional logic,the article elaborates the institutional logic of government-driven collaborative governance in the elderly care services collaboration,which is specifically refined into regional collaborative governance logic,hierarchy logic and political union logic.At the same time,the above-mentioned multiple logics are nested in different collaborative levels of“large,medium and small.”Further,from the two levels of large-scale coordination and small and medium-sized coordination,this paper analyzes the difficulties and challenges of the coordination of elderly care services in the Beijing-Tianjin-Hebei region and the corresponding multiple institutional logical reasons.On the basis of the research conclusions,based on functional-structural framework,this paper puts forward the key directions for the logical adjustment and mechanism optimization of the coordination of elderly care services in the Beijing-Tianjin-Hebei region:cognition-driven environmental adaptation,ability-driven goal coordination,complementary benefit-driven system integration,policy-driven system operation and maintenance.
