摘要
随着中国综合国力的增强,海外利益的拓展,国际社会对中国的关注和期待越来越高,在骤然增加的机遇与挑战面前,中国外交家创新型地提出“创造性介入”的外交理念,旨在提供一种外交转型的新思路,以更加灵活的方式保障自身利益的同时,融入国际体系进程,承担国际责任。由于中国的外交布局以及海洋强国建设的需要,中国在印度洋地区有着重要的战略利益。而印度洋地区的治理缺口、大国的印太博弈、中国在印度洋地区的海陆优势等给中国的“创造性介入”印度洋地区事务提供了主客观条件。中国也有介入印度洋地区事务的能力和意愿,并正通过身份、制度和技术路径,探索恰当、有效的介入方式。“创造性介入”也将以一种独特的思维模式,密切中国与印度洋地区国家的交流与合作,为新时期中国特色大国外交提供新的思考。
With the strengthening of China’s comprehensive national strength and the expansion of overseas interests,the international community’s attention and expectations of China are getting higher and higher.In face of the sudden increase in opportunities and challenges,Chinese diplomats have innovatively put forward the diplomatic concept of“creative intervention”,aiming to provide a new thinking and new ideas for diplomatic transformation.While safeguarding our own interests in a more flexible manner,we will integrate into the process of the international system and assume international responsibilities.China has important strategic interests in the Indian Ocean region due to its diplomatic layout and the need of building a maritime power.Governance gaps in the Indian Ocean region,the Indo-Pacific game among major powers,and China’s land and sea advantages in the Indian Ocean region provide subjective and objective conditions for China’s“creative intervention”in Indian Ocean affairs.China has the capacity and willingness to intervene in the Affairs of the Indian Ocean region,and is exploring appropriate and effective means of intervention through identity,system and technological path.“Creative intervention”will also take a unique mode of thinking to provide close exchanges and cooperation between China and the Indian Ocean countries,which is useful for the new era of Chinese characteristics of the major countrie.
