摘要
印度洋地区是一条动荡之弧线,传统安全与非传统安全威胁交织在一起,也是世界上自然灾害频发之地。同时,印度洋是重要的国际海上通道。因此,印度洋地区内外的行为体都想插足该地区事务。鉴于印度处于印度洋的独特位置,为维护经济利益和国家安全利益,印度组建蓝水海军,承担军事角色、外交角色、治安角色和仁爱角色。海军信奉海洋控制和海洋拒阻战略哲学。为此,印度加紧蓝水海军建设步伐。在此过程中,不可避免地影响中美印三国在印度洋上的海军关系。
The Indian Ocean Region(IOR) is an arc of turbulence,which is interwoven by traditional and non-traditional security threats.IOR is also the region in which natural disasters often occur.At the same time,the Indian Ocean is the important sea line of communications(SLOC).Therefore,actors from IOR and outside want to participate in the region’s affairs.Because of its special geographical location in the Indian Ocean,in order to maintain its economic interests and national security interests,India is establishing blue-water navy,which bears military role,and diplomatic role,and constabulary role,and benign role.India’s navy believes in philosophy of sea control and sea denial.So,India is taking steps in developing blue-water navy,having effects on Sino-India-USA navy relation in the India Ocean.
