摘要
高质量发展是党和国家对新发展阶段经济社会建设目标的系统概括,在指引经济社会体制转型和推动改革发展成果共享方面具有关键作用。国家治理体系和治理能力现代化蕴含制度建设及功能发挥的目标指向、经济政治社会协调发展的实质内容与体制改革的时代背景,可为考察高质量发展的理论逻辑赋予有益视角。高质量发展由执政党和政府系统推进并以权力的规范运行为前提条件,包含维护权利行使和激发人民主体意识的价值诉求,旨在均衡分配利益资源和化解利益矛盾纠纷。在新发展阶段推进高质量发展,需要不断巩固制度建设的人民导向、明确权责对等原则并促进顶层设计与基层探索的有效衔接,结合高质量发展所处的复杂现实形势增进各部门的协同治理与方式创新,并在正确审视高质量发展持续性、过程性和结果性特征的基础上坚持渐进式改革和构建容错纠错机制。
High-quality development is a systematic summary of the goals for economic and social development in the new stage.It plays a key role in guiding the transformation of economic and social systems,and promotes the reform and development achievements shared by all people.The modernization of state governance system and capacity,which can provide a useful perspective to the theoretical logic of high-quality development,embodies the goal orientation of system construction and function,the substantive content of the coordinated economic,political and social development,and the background of the system reform.High-quality development is promoted by the CPC and the GOC and is premised on the standardized use of power.It emphasizes on the value of safeguarding people's rights and arousing people's subjective consciousness with the goal of balancing the distribution of resources and resolving interest conflicts・To promote high-quality development in the new stage,we should strengthen the institutional construction by adhering to being people-oriented,matching power with responsibility,and connecting the top-level design with the basic development.We should coordinate the various relationship and innovate governance.It is also important to uphold the gradual reformation and build mechanisms allowing for and addressing mistakes.
