摘要
基于现代国家治理角度审视压力型体制,可以推进压力型体制研究内容的拓展与理论阐释的深入,进而揭示压力型体制的治理要求与治理路径。根据责任政治的构成要素与内在环节,可从权责结构、职责界定、究责机制、督责举措四个维度考察压力型体制的责任困境。对此,应在科学划定权责关系的基础上正确看待不同主体,在促使公共权力符合相应职责的基础上强化职能重构,在协调刚性与弹性、决策与执行、规则与绩效的基础上推进责任追究,在督促并引导主体落实各自任务的基础上实现督责目标。
From the perspective of modern state governance, examining the pressure-type system is likely to promoting the expansion of the research content and the deepening of theoretical interpretation, and then revealing the governance requirements and approaches of the pressure-type system. According to the components and coherent procedures of politics of accountability, we can investigate the accountability dilemmas of pressure-type system from four dimensions: the structure of power and accountability, the definition of responsibility, the mechanisms of calling to accountability, the measures of the accountability of supervision and guidance. In this regard, we should correctly treat different subjects on the basis of dividing the power-accountability relationships scientifically, strengthen the reconstruction of functions on the basis of promoting the conformity of public power with corresponding responsibilities, promote calling into accountability on the basis of coordinating rigidity and flexibility, decision-making and implementation, rules and performance, and realize the goal of the accountability of supervision and guidance on the basis of supervising and guiding the subjects to implement their respective tasks.
