碳达峰、碳中和背景下黄石市农作物秸秆的综合利用 被引量:6

摘要 为推进农作物秸秆禁烧,促进秸秆高质量综合利用,对黄石市的秸秆综合利用现状和对策进行了分析和探讨。研究发现,近几年黄石市的秸秆综合利用率约为92%,秸秆的收集和储运体系不完善,且缺乏资金、技术和项目支持;另一方面,亦存在当地农户环保意识不强、秸秆焚烧屡禁不止、秸秆禁烧监控机制不完善等问题。基于此,提出了加强秸秆禁烧和综合利用宣传、制定地方秸秆禁烧法律、改革秸秆焚烧监控机制、完善秸秆“收—储—运—用”体系等对策,以促进当地农业的低碳经济发展,实现碳达峰、碳中和目标。 In order to boost the prohibition of crop straw burning and facilitate high-quality comprehensive utilization of straw,the current situation and countermeasures of comprehensive utilization of straw in Huangshi City are analyzed and discussed.The study has found that in recent years the comprehensive utilization rate of straw in Huangshi City is about 92%,and the straw collection,storage and transportation system is not perfect and lacks funds,technology and project support;on the other hand,there are such problems as poor environmental protection awareness of local farmers,frequently occurred straw burning,and incomplete monitoring mechanisms for the ban on straw burning,etc.This paper proposes countermeasures such as strengthening the propaganda of straw burning prohibition and comprehensive utilization,formulating local straw banning laws,reforming the straw incineration monitoring mechanism,and improving the straw"collection-storage-transport-use"system to promote the low-carbon economy of local agriculture development and achieve the goals of carbon peak and carbon neutrality.
