摘要
跨入新发展阶段,我国老年教育要运用均衡化思维解决好发展不平衡问题。老年教育均衡发展是社会相对于当前现实存在的学习需求与教育供给不均衡、教育发展水平和服务质量差异过大而提出的发展模式。老年教育均衡发展要坚持保障机会均等、提升教育服务质量、优化公共服务体系的目标脉络,在“时间-空间-技术”维度框架上注重老年教育均衡化实践的动态性、生态性和能动性,以保障老龄群体终身学习权建立政策目标,以扩大老年教育服务供给为重点内容,以优化老年教育发展手段为补偿工具,以促进数字化赋能发展为技术共融,实现老年教育从“学有所教”走向“学有优教”,落实保障全体老龄群体享有公平而有质量的公共教育服务。
As China enters a new stage of development,education for senior citizens should solve the problem of unbalanced development with an equilibrium mind.The balanced development of education for sen-ior citizens is a development model put forward by the society in the face of the current conditions,such as the imbalance between the learning needs and the supply of education,and the huge difference in development level and quality of service.Our policy must adhere to the objectives of“equal opportunities,”“improvement of education quality,”and“optimization of public services,”and focus on the dynamics,ecology and initiative of practice on the equalization of education for senior citizens in terms of three dimensions,namely,time,space,and technology,so as to ensure their right of life-long learning.We should also increase the sup-ply,optimize the development means,and promote the development of digital empowerment into technological integration,to transform education for senior citizens from“an education available”to“a quality education”when needed,and to ensure that all the elderly have access to fair and quality public education services.
