摘要
垃圾与污水处理是我国全面推广PPP模式的重要领域,PPP模式的应用能够有效拓宽项目建设的融资渠道,形成多元化、可持续的资金投入机制,缓解政府和居民的巨大压力。我国在该领域的PPP模式应用还处在摸索阶段。为此,本文聚焦污水与垃圾处理领域的PPP应用模式研究,从PPP模式起源、国际借鉴、案例分析及该领域特点入手,最终提出了充分发挥政府服务职能、重视尽职调查、完善费用征收、建立动态调整机制等政策意义。
Garbage and sewage treatment is an important field of promoting PPP mode in China. The application of PPP mode can effectively broaden the financing channels of project construction, form a diversified and sustainable capital investment mechanism, and relieve the huge pressure of the government and residents. However, the application of PPP mode in this field in China is still in the exploratory stage. Therefore, this paper focuses on the research of PPP application mode in the field of sewage and waste treatment. Starting from the origin of PPP mode, international reference, case analysis and the characteristics of this field, then finally puts forward the policy significance of giving full play to the government’s service function, paying attention to due diligence, improving fee collection and establishing dynamic adjustment mechanism.
