摘要
通过运用优化的波特钻石模型结合层次分析法和TOPSIS法,采用理论与实证、定性与定量相结合的办法分析PPP模式中面临的问题,并提出完善法律、转变政府职能、加大投资、提高企业竞争力等一系列建议,将有利于促进污水处理PPP模式发展。
In this paper, by using the optimization of the Potter diamond model combined with analytic hierarchy process and TOPSIS method, using the theory and empirical, qualitative and quantitative methods, the problems faced in PPP mod- el are analyzed. At last, the paper puts forward the suggestions of perfecting laws, transforming government functions, in- creasing investment, improving enterprise competitiveness, which will be conducive to promoting the sewage treatment for the develonment of PPP model.
