摘要
海洋教育是日本海洋立国战略的有机组成部分。日本开展和深入推进海洋教育,形成了涵盖学校海洋教育和社会公众海洋教育的相对完整的海洋教育体系。日本社会公众海洋教育形式多样,主体多元,从活动主体和内容上划分可分为社区开展的海洋教育、民间自治团体发起的海洋教育、大学开展的社会公众海洋教育、在职人员海洋教育以及社会机构开展的海洋教育。作为海洋教育重要组成部分,日本的社会公众海洋教育呈现出紧随国家战略、民间主导与政府协助、教育目标群体以中小学生为主、广阔性与深度性兼具、全民性与终身性结合的特点;有效唤起了国民的海洋意识、增进了海洋从业者的海洋技能、促进了国民海洋素养的提高,并推动了海洋教育联合体与相应组织机构的成立。
Ocean education,an organic part of Japan’s maritime nation-building strategy,has developed rapidly,thusconstructing a relatively complete ocean education system covering school education and social public educationinvarious forms and multiple subjects.It can be divided into communityocean education,non-governmentalorganizations’initiatives,universities’ocean education for the public,in-service personnelocean education,and social institutions’moves.Japan’s public ocean educationoriented towardthe national strategyis characteristic of non-officialleadershipwithgovernment assistance,groups targetedtoprimary and middle school students,literacy of widthand in-depth,andlifelong educationfor the general public.This effectively arousesthenational marine awareness,enhances practitioners’marine skills,advances thenational marine literacy,and fosters marine education consortium and corresponding organizations establishment.
