摘要
社区是社会的基本单元,是创新社会治理的基本平台。但是由于受到传统的权力路径依赖、资源配置失衡以及民主自治机制缺失等因素的影响,导致当前我国城市社区发展依然面临诸多困境。社交媒体打破了传统的时空限制,塑造了新的社会交往模式,为社区治理提供了新的治理场域和治理工具。社交媒体以再造社区自组织、促进群体协商、推动社区行动等方式嵌入居民日常生活。其本质是通过媒介赋权、制造认同、柔性动员、主体互嵌等机制整合社区内外资源,形成社区治理合力。对"微治理"在公共管理学意义层面上增加了媒介意涵,社交媒体在传统"微治理"基础上可促进公众在线"微参与"、搭建网络协商"微场域"、拓展虚拟治理"微单元",从而构建一种新的"微治理"模式。
Community is the basic unit of society and the basic platform of social governance innovation.However,due to the influence of traditional power path dependence,resource imbalance and lack of democratic autonomy mechanism,development of Chinese urban community is still facing many difficulties.Social media has broken the traditional time and space constraints,shaped a new social interaction model,and provided a new governance field and tools for community governance.Social media has been embedded into the daily life of residents by recreating self-organization of the community,promoting group consultation and promoting community action.Its essence is to integrate internal and external resources of the community through mechanisms such as media empowerment,manufacturing identification,flexible mobilization,and interset of subjects to form a joint force of community governance.The"micro-governance"in this paper adds media implication in the sense of public management.On the basis of traditional"micro-governance",social media promotes the online"micro-participation"of the public,builds the"micro-field"of network negotiation,and expands the"micro-unit"of virtual governance,thus constructing a new"micro-governance"model.
