摘要
本文基于流程再造理论对石羊河流域水权落实流程进行再造,通过质量管理定律,对流程每个环节的负责人、工作内容、完成时限、过程等逐一明确细化,通过便函把各个环节联系起来,达到信息传递、数据同步、业务监控和水权落实业务流程的持续升级优化,从而实现跨部门全员、全过程主动参与,协同工作。结果表明,整个供、行水过程,通过“二协议、一水规、六便函,二台账,一平台”使得行水安全有序,水权监督到位,形成了一种科学规范的水权落实流程化管理模式,从管理方法上破解了“节水优先”与“吃饭优先”的矛盾,真正实现了水权的过程性控制和精细化管理,增强了节水内生动力。
This paper based on the theory of process reengineering,the process of implementing water rights in Shiyang River basin is re-engineered.Through the law of quality management,the person in charge,work content,completion time limit and process of each link of the process are clearly detailed one by one,and each link is connected by a memo.Achieve the continuous upgrading and optimization of the business processes of information transmission,data synchronization,business monitoring and water rights implementation,so as to realize the active participation and collaborative work of all employees in different departments in the whole process.The results show that in the whole process of water supply and drainage,through“two agreements,one water regulation,six memo letters,two accounts and one platform”,the drainage is safe and orderly,and the water right supervision is in place,forming a scientific and standardized management mode of water right implementation process.Solve the contradiction between“water saving priority”and“eating priority”from the management method,truly realize the process control and refined management of water rights,and enhance the endogenous power of water saving.
