摘要
通过对长江流域水资源状况和用水情况的分析,说明在长江流域加强节水的重要性和必要性,并在长江流域节水潜力分析的基础上,研究提出了加强节水的对策措施。在农业方面,要加强灌区配套和改造,提高灌溉水的利用率;发展无污染农业,加强用水定额管理;在工业方面,要优化生产力布局,促进产业结构调整,拟定行业用水定额和节水标准,加快污水资源化步伐;在城镇生活方面,要加强节水法规建设的宣传,提高全民的节水意识,实行计划用水和定额管理,全面推行节水型用水器具。
Through analysis of water resources and water use of the Yangtze river basin, the importance and necessity of strengthening water saving in the Yangtze River was elaborated. According to water-saving potential of the Yangtze River is evaluated, measures to improve water saving are proposed. In agriculture, we should strengthen on-farm irrigation facilities and rehabilitation of irrigation districts, increasing efficiency of irrigated water use, developing pollution-free agriculture, and strengthening water use quota management. In industry, we should optimize the layout of industries, promote industrial structure adjustment, draft standards on water use quota and water saving and accelerate the step of reuse of polluted water. In domestic water use, we should strengthen publicity of laws and regulations of water saving, raise public of water saving awareness, carry out planned water use and quota management, and promote water saving equipment and instruments in an all-round way.
