摘要
沁河中游河南段已成为河南省豫西北地区社会经济发展的重要水源地,随着社会发展,区域内水资源利用矛盾问题也越发突出。本文结合该段现状工程布局、区域社会经济发展等要素,借鉴先进地区经验做法,通过研究矛盾的成因,提出了中游河南段水资源“高水高用、低水低用,来水可调、一水多用”的统一管理和高效利用模式,以期提高区域水资源集约节约利用水平。
The Henan section of the middle reaches of Qinhe River has become an important water source for social and economic development in the northwest of Henan.With the social development,the contradiction of water resources utilization in the region has become increasingly prominent.Based on the present engineering layout,regional socio-economic development and other factors of this section,and drawing lessons from the experience and practice of advanced regions,this paper studies the causes of contradictions,and puts forward that the water resources in Henan section of the middle reaches are“high water and high use”,the unified management and efficient utilization mode of“low water use,adjustable incoming water,multi-use of one water”is expected to improve the level of intensive conservation and utilization of regional water resources.
