摘要
大众传媒作为政治体系“第四种权力”,在教育政策制定和执行方面发挥重要影响作用。基于大众传媒对来华留学生规范化管理政策制定与执行的影响,对1985年至2020年间发布于人民日报社、新京报社、中新社、中国青年报社等四家媒体的477篇媒介文本进行编码分析发现,来华留学生规范化管理政策正由“数量为先”转向“质量与规模并重”。教育政策的转型发展深受大众传媒所影响,在来华留学生规范化管理政策制定与执行过程中,大众媒体更多地充当政策宣传者的角色,而在议程设置、政策制定及政策监督环节所发挥的作用有所局限。充分发挥大众传媒的影响力需借助网络媒介,着力搭建民意反馈平台。
As the“fourth power”of the political system,mass media plays an important role in the formulation and implementation of education policies.Based on the influence of the mass media on the formulation and implementation of the standardized management policies for international students in China,a coding analysis was done which investigated 477 media texts in the People’s Daily,Beijing News,China News Service and China Youth Daily from 1985 to 2020and found that the standardized management policy for international students in China was shifting from“quantity first”to“equal attention to quality and scale”.The transformation and development were deeply influenced by the mass media.In the process of the formulation and implementation of these policies,the mass media acted more as policy propagandists,but its role in agenda setting,policy formulation and policy supervision was limited.To give full play to the influence of the mass media,it is necessary to use online media to focus on building a public opinion feedback platform.
