摘要
乡村文化是乡村社会的根与魂,是实现乡村有效治理的路径与抓手,具有价值引领、规范约束、评价反馈的社会治理功能。乡村文化社会治理功能的实现体现在以调处、濡化方式化解乡村社会矛盾纠纷,以惩戒、威慑为手段保障乡村社会治安,运用伦理重构、评价反馈机制维护乡村公共安全等。进一步发挥乡村文化的社会治理功能,可以从深入挖掘乡村文化治理价值、发挥德治教化作用、培育当代乡贤、加强党委领导四个方面提出对策建议。
Rural culture is the root and soul of rural society as well as the path and starting point to realize rural governance.In the process of implementing the rural vitalization strategy,rural culture,as a deeper and more prudent force,has the function of value guidance,norms and constraints,evaluation and feedback in social governance.The realization of the social governance function of rural culture is embodied in resolving rural social conflicts and disputes by means of mediation and enculturation,ensuring rural social security by means of punishment and deterrence,and maintaining rural public security by means of ethical reconstruction and evaluation and feedback mechanism.Based on the significant advantages of rural culture in rural governance,to further play the social governance function of rural culture,countermeasures and suggestions can be put forward from the following four aspects:deeply excavating the value of rural culture governance,playing a part in moral governance and education,cultivating contemporary village talents,and strengthening the leadership of the Party committee.
