摘要
本文基于incoPat专利数据库,对2011年到2020年青岛地区高校公开的专利信息进行统计和分析,并以专利数量排名前7的高校专利为例,从专利申请趋势、专利类型、专利法律状态、专利维持年限、专利技术领域、专利转让与许可、国外专利申请量、专利价值等多方面进行分析。结果表明,青岛高校近10年专利数量增长迅速,专利质量呈现持续向好态势,但是失效专利较多,专利的维持年限不长,专利转让率低,同时国际专利申请重视不够;各高校专利创新能力差异明显。未来应出台以质量和价值为导向的专利评价指标体系、建立专利申请前评估制度、加快知识产权专业化人才队伍建设,高校图书馆应发挥国家知识产权信息服务中心作用,完善知识产权机构管理来激励青岛高校高价值专利培育以及促进专利成果转化。
In this paper,the patent database incoPat is used to make a statistical analysis on the patents applied by colleges and universities in Qingdao city from 2011 to 2020,and then taking the top 7 universities in the number of patents as examples,the research from multiple perspectives such as patent application trend,patent type,patent legal status,patent maintenance period,patent technology field,patent transfer and license,foreign patent application volume,patent value and so on.The results show that the number of patents for colleges and universities in Qingdao has increased rapidly in recent 10 years,and the quality of patents has continued to improve,but there are many invalid patents,the maintenance life of patents is not long,the patent transfer rate is low,and the international patent application is not paid enough attention;the differences of patent innovation ability among colleges and universities are obvious.In the future,they should introduce the system of quality and value oriented patent evaluation indicators,establish the pre-patent application evaluation system,speed up the construction of intellectual property professional talent team,university libraries should play the role of the national intellectual property information service center and improve the management of intellectual property institutions to encourage the cultivation of high-value patents and promote the transformation of patent achievements in Qingdao universities.
