摘要
高校是科技成果的重要来源,高校科技成果转化水平在相当大程度上决定着一个国家的科技创新能力和经济社会发展潜力。为更好地了解我国境内高校科技成果转化现状、特征和发展态势,从专利转让和许可的角度对中国境内高校专利转化进行了多维度分析。研究发现:随着相关法律政策的日益完善,我国境内高校专利技术转化活动得到了积极推动;除中国本土的高校外,美国、日本、韩国和英国等国家的高校也在中国进行了较多的专利转让,在华专利运营活动较为积极;我国境内本土高校专利技术转化呈现较明显的地域性差异,东部发达省(直辖市)和国内高等教育较为发达的区域,其高校专利技术转化更为活跃。针对我国境内本土高校专利转化实践中存在的问题,提出如下策略:构建高质量专利技术清单,建立高价值专利筛选和培育机制;加强科技成果转化政策的落实和执行,实施高校专利转化区域协同发展;提高高校科技成果转化的意识和能力;充分发挥技术中介的作用,规范高校的专利运营;积极主动地借鉴国外高校专利技术转移机构的有益经验。
Colleges and universities are the important sources of scientific and technological achievements,and the transformation of scientific and technological achievements in colleges and universities largely determines a country's scientific and technological innovation ability and economic and social development potential.In order to understand the current situation,features and development trend of the transformation of scientific and technological achievements in Chinese universities,this paper makes a multi-dimensional analysis of patent transformation in Chinese universities from the perspective of patent transfer and licensing.The research finds that under the improvement of national laws and policies,the transformation of patent technology in Chinese universities have been promoted actively.Apart from local universities in China,universities from the United States,Japan,South Korea,and the United Kingdom have also made more patent transfers in China,and their patent operations in China are more active.The transformation of patent technology in local colleges and universities in China shows obvious regional differences,the patent technology transformation of colleges and universities in the eastern developed provinces and municipalities directly under the Central Government as well as the regions with more developed higher education is more active.In view of problems existing in patent transformation practice of local colleges and universities in China,this paper puts forward following strategies:building a list of high-quality patent technologies and establishing a mechanism for screening and cultivating high-value patents;strengthening the implementation of scientific and technological achievements transformation policies,carrying out regional coordinated development of patent transformation in colleges and universities,improving the awareness and ability of colleges and universities in the transformation of scientific and technological achievements,giving full play to the role of technological intermediary,sta
