摘要
提高督学专业素养能力是实现高质量教育督导实践的重要保障。基于督学专业素养能力相关理论与政策研究,运用文本分析法与两次迭代调查法,将督学专业素养能力分为教育督导态度、教育督导理论与政策知识、教育督导实践能力3个一级维度,热爱督导事业、依法依规督导、民主合作精神、教育督导理论、教育法规政策、教育管理督导、教育教学督导等12个二级指标及细化的35个三级指标,并据此提出了加强督学专业发展规划、完善督学考核评价、优化督学培训课程设置、分层实施督学培训、积极开展教育督导科学研究等实施建议,旨在提升高质量督导实践水平。
The professional quality and abilities of inspectors play an important role in assurance of the high quality of education inspection.Combined with the current researches involved in inspector’s professional quality and abilities,this paper uses the text analysis method and two iterative survey methods to explore the composition of the supervisor’s professional quality and abilities which including educational inspection attitude,educational inspection policy and theoretical knowledge,as well as educational inspection practical ability,consisted of 12 indicators such as loving the inspection career,inspection according to laws and regulations,democratic and cooperation spirit,educational laws and policies,specified as 35 key points.On the basis of this,some suggestions are put forward,such as strengthening the professional development plan of the superintendent,perfecting the examination and evaluation of the superintendent,optimizing the curriculum of the training of the superintendent,implementing the training of the superintendent at different levels,and actively developing the scientific research of educational supervision,so as to improve the practice level of high-quality supervision.
