摘要
发展海洋经济是突破资源瓶颈,实现可持续发展的重要途径,促进海洋产业结构升级对于实现海洋经济高质量发展具有重要的现实意义。随着“一带一路”发展的不断深入,中国对沿线国家直接投资(OFDI)增长迅速。“一带一路”下,OFDI为江苏省海洋产业结构升级带来的效果如何尚不明晰。文章基于2007—2018年“一带一路”OFDI和江苏省海洋经济相关数据,使用钱纳里的“标准结构”考察“一带一路”下,OFDI对江苏省海洋产业结构升级的影响方向及作用程度。分析得出的结论是,OFDI对江苏省海洋产业结构升级有微弱的消极作用。基于此,本文提出,江苏省应鼓励对外投资,加强区域合作,提高对“一带一路”沿线国家的技术寻求型投资规模,同时要提升江苏省涉海企业自身吸收能力,实现推动海洋产业优化升级的目标。
The development of marine economy is an important way to break through the resource bottleneck and realize sustainable development.Promoting the upgrading of marine industry structure is of great practical significance for realizing the high-quality development of marine economy.With the continuous deepening of the“Belt and Road”development,China's direct investment(OFDI)in countries along the route has grown rapidly.Under the“Belt and Road”initiative,the effect of OFDI on the structural upgrading of Jiangsu's marine industry is still unclear.Based on the 2007-2018“One Belt One Road”OFDI and Jiangsu Province marine economic data,the article uses Channery's“standard structure”to examine the direction and extent of the influence of OFDI on the upgrading of Jiangsu's marine industry structure under the“One Belt and One Road”..The conclusion of the analysis is that OFDI has a weak negative effect on the upgrading of the marine industry structure in Jiangsu Province.Based on this,this article proposes that Jiangsu Province should encourage foreign investment,strengthen regional cooperation,increase the scale of technology-seeking investment in countries along the“Belt and Road”,and at the same time improve the absorption capacity of Jiangsu's sea-related enterprises to promote the optimization and upgrading of the marine industry.The goal.
