摘要
在绿色成为世界发展潮流之际,中欧决定打造“绿色合作伙伴”,以促进中欧全面战略伙伴关系的健康发展。本文梳理了中欧绿色合作的发展演进历程,指出在发展援助和伙伴关系的支持下,绿色合作在中欧关系中走向主流化的趋势。通过阐释合作的内容、领域和机制,指出中欧绿色合作经历了从生态环境治理合作向经济治理合作的外溢,从经济领域合作走向战略性合作的提升。中欧绿色合作在技术创新、第三方市场、国际贸易加强可持续性发展等方面的前景广阔,但同时也面临着欧盟单边约束性规则的挑战,以及由于中欧国际气候正义关注点不同造成的压力。在欧盟将中国定位为既是伙伴、竞争者又是对手的背景下,展望未来,中欧可从机制和行动层面,以绿色合作深化中欧全面战略伙伴关系,引领国际经济治理改革;学界应进一步加强对中欧绿色合作的理论与应用研究。
As green development has become the trend of world development,China and Europe decided to create a“green partnership”to promote the healthy development of China⁃EU comprehensive strategic partnership.The article reviews the evolution of China⁃EU green cooperation,and points out the trend of green cooperation being mainstream in China⁃EU relations with the support of development assistance and partnerships.By explaining the content,fields and mechanisms of cooperation,it is pointed out that China⁃EU green cooperation has experienced spillover from the environmental protection to economic governance,and the elevation of cooperation from economic to strategic fields.China⁃EU green cooperation faces a lot of opportunities in the fields of green technology innovation,green cooperation in the third⁃market,and the strengthening of international trade and sustainable development.It also faces many challenges of the EU’s unilateral binding rules,as well as pressures resulting from their differing priorities on how to maintain international climate justice.In the context of EU positioning China as a partner,competitor and rival as well,for the future,China and the EU can deepen the green cooperation from the dimensions of regime and action,so as to upgrade the China⁃EU Comprehensive Strategic Partnership,and lead the reform of international economic governance.The academics should conduct further theoretical and practical research on China⁃EU partnership on green cooperation.
