摘要
新疆深入贯彻畜牧业高质量发展意见,拓宽资金多元投入渠道,强化资金支持,稳步推进肉羊增产、奶业振兴、肉牛增产、生猪转型升级、家禽及特色产业等“五大振兴行动”,有力的促进了新疆现代化畜牧业快速发展,但同时也存在部分地州规划发展目标与当地资源环境承载能力不相适应、促进畜牧业高质量发展的部分政策措施未完全落实、现有畜牧兽医机构队伍难以满足畜牧业高质量发展的要求、畜牧业“五大振兴行动”推进不平衡等问题。针对问题,提出以发展规模化养殖为重点实现畜牧业增容扩量、以引进龙头企业为抓手实现产业要素集聚提质、以畜牧业实用技术应用为关键实现畜牧业发展增效、以促进农牧民就业和增收为目标建立完善企农利益联结机制、以完善农牧结合机制为方向推进畜牧业绿色发展等五项发展措施,总结出推动支持政策落地见效是畜牧业高质量发展的前提、以种子工程建设为抓手增强畜牧业核心竞争力、用好各类饲草料资源突破饲草料制约瓶颈、提升畜产品质量安全水平助推畜牧业品牌化、创新金融保险服务产品为畜牧业发展注入强劲动力等五条结论。
Xinjiang has carried out in-depth the high-quality development opinions of animal husbandry,broadened multiple investment channels,strengthened financial support,and steadily promoted the"five revitalization actions"of increasing production of mutton sheep,revitalizing dairy industry,increasing production of beef cattle,transformation and upgrading of pig production,and developing poultry and characteristic industries,which effectively promoted the rapid development of modern animal husbandry in Xinjiang.But at the same time,there are also some problems,such as the planning and development goals of some prefectures are not compatible with the carrying capacity of local resources and environment,some policies and measures to promote the high-quality development of animal husbandry are not fully implemented,the existing animal husbandry and veterinary institutions are difficult to meet the requirements of high-quality development of animal husbandry,and the promotion of"five revitalization actions"of animal husbandry is not balanced.In view of the problems,it was proposed to increase the capacity and quantity of animal husbandry by focusing on the development of large-scale breeding,improve the quality of industrial elements by introducing leading enterprises,increase the efficiency of animal husbandry development by focusing on the application of practical technologies in animal husbandry,establish and improve the mechanism of linking the interests of enterprises and farmers by promoting the employment and income of farmers and herdsmen,and to promote the green development of animal husbandry by improving the combination of agriculture and animal husbandry.At last,five conclusions were summed up as follows:promoting the implementation of supporting policies was the premise of high-quality development of animal husbandry,strengthening the core competitiveness of animal husbandry with“Seed Project”construction as the starting point,making good use of all kinds of forage resources to break through the bottleneck
