摘要
早期保育与教育作为终身学习的开端,对人类社会的可持续发展具有重要意义。障碍儿童的早期保育与教育是一个国家早期保育与教育体系的重要组成部分,关系社会和谐稳定,是各国目前关注的焦点之一。日本障碍儿童的早期保育与教育起步较早,实施体系与保障机制相对较为完善。目前,由保育所、幼儿园、特殊教育学校幼儿部三类安置方式构成其实施体系,以清晰明确的价值基础、完备灵活的法律制度、多维合作的运行体制为保障机制,高效科学地运行着。
As a start point of lifetime learning,early education and care for children have a great significance to the sustainable development of human beings.Institution of early education and care for disable children is an important part of system of national early education and care for children.It is related to ensure social harmony and stability and has become one of the focus of attention for many countries.In Japan,early care and education for children with disabilities started early,and the implementation system and guarantee mechanism are relatively complete.At present,the system consists of three types of placements:nursery schools,kindergartens,and special education schools,and it operates efficiently and scientifically with a clear value base,a comprehensive and flexible legal system,and a multidimensional and cooperative operation mechanism as a guarantee mechanism.
