摘要
目的:了解我国乡村医生流失现状,分析流失原因,提出对策建议,为相关政策的制定提供参考。方法:采用分层整群抽样调查全国6省12县的村卫生室,分析2013-2017年乡村医生的流失总量和构成,并对在岗乡村医生的离职意愿及其影响因素进行问卷调查。结果:我国乡村医生流失比例较大(10.7%),在岗乡村医生离职意愿较高(60.3%),待遇较差、社会地位较低是其流失的直接原因,而乡村医生管理政策体系的不完善是根本原因。结论:政府应逐步将乡村医生纳入体制内管理,多措并举切实提高乡村医生收入。
Objective:To understand the brain drain situation of village doctors in China,to identify the causes for brain drain and put forward suggestions,in order to provide references for the formulation of relevant policies.Methods:The stratified cluster sampling method was used to survey village doctors in 12 counties of 6 provinces.The total number and composition of the village doctors who quit from 2013 to 2017 were analyzed.A questionnaire survey was used to investigate village doctors'turnover intention and its influencing factors.Results:The turnover proportion among village doctors was large(10.7%),and the turnover intention was high(60.3%).Low income and low social status were the immediate causes,while the fundamental cause was the imperfect policy and management system for village doctors.Conclusion:The government should convert village doctors into public employees gradually and take multiple measures to increase the income of village doctors.
