The research under the paradigm of learning technology(CTCL) takes "personalized learning based on cognitive development" as the core path. It explores how technology can improve academic achievement through empowering personalized learning. This paper focuses on the learning unit of "Median and Mode" in elementary school mathematics, using the questionnaire survey and the quasi-experimental method to conduct an empirical study. Firstly, by measuring the cognitive staring point of the median and mode of primary school students, we grasped the distribution of the Staring Point of Cognition preliminarily and determined the measuring tool. Then, we developed resources, paths, and the learning support system for the personalized learning based on different cognitive starting point types. Finally, the paper conducts empirical researches in the fourth grade to test the impact of "personalized learning based on cognitive development" on academic performance. We found that the technology developed in this paper can improve learners’ academic performance. Personalized learning is a core way for technology to improve academic achievement. The "cognitive development" of differentiation is a core mechanism of personalized learning.
