学校区位特征与教师生活补助政策——基于消费补偿理论的视角 被引量:5

A Probe into a School’s Locational Characteristics and the Policy for Schoolteachers’Hardship Allowance:Based on the Theory of Compensating Wage Differentials

摘要 消费补偿理论将良好的工作环境视为可以为个体带来心理收益的效用要素,因此,岗位环境的舒适度与收入呈负相关关系。工资兼具给劳动力定价和补偿不受欢迎工作环境的双重功能。基于广东省G市基础教育教师调查数据,在消费补偿理论视角下分析学校区位特征对教师职业效用的影响及其对教师生活补助政策实施的启示。分析结果显示,第一,学校区位劣势导致教师职业效用损失,位于乡村的学校和位于乡镇的学校给教师带来的不便折算的货币价值分别相当于教师平均收入的20.99%和10.21%;位于丘陵的学校和位于山区的学校给教师带来的不便折算的货币价值分别相当于教师平均收入的5.97%和4.52%;学校与县城距离每增加1%,生活补助增加幅度约为教师平均收入的2.64%。第二,教师实际获得的生活补助尚不足以弥补学校区位劣势造成的教师职业效用损失,仅30%左右的教师获得的生活补助达到了应有补偿的理论值;如果以教师期望获得的生活补助为标准,实际生活补助达到教师期望水平的比例更低。 According to the theory of compensating wage differentials,working conditions are viewed as a component of occupational utilities benefiting individuals psychologically.Therefore,the extent of desirability attached to the position is negatively correlated with the salaries,which have the functions of both setting the price for employees and compensating for unwelcomed amenities.This study,based on the data from a survey of a certain number of basic education teachers from certain schools in the city of G in Guangdong Province,China,uses the theory of compensating wage differentials to analyze the effect of the schools’locational characteristics on the schoolteachers’occupational utilities,and its enlightenment on the practice of the policy for schoolteachers’hardship allowance.The findings are as follows:(1)The schools’locational disadvantages lead to the loss of the schoolteachers’occupational utilities;the monetary value of discomfort related to the village schools and the town schools is equivalent to 20.99%and 10.21%of the schoolteachers’average salaries,respectively;the monetary value of discomfort related to the schools in hilly areas and the schools in mountainous areas is equivalent to 5.97%and 4.52%of the schoolteachers’average salaries,respectively;and an increase of 1%in the distance between a school and the center of the county where it is subsumed commands more hardship allowance,which accounts for about 2.64%of the schoolteachers’average salaries;and(2)the actual hardship allowance distributed to the schoolteachers fails to compensate for the loss of their occupational utilities caused by the schools’locational disadvantages,and only about 30%of the schoolteachers surveyed receive the hardship allowance which reaches the theoretical threshold of their reserved price for school remoteness;if the actual hardship allowance is benchmarked against the hardship allowance expected by the schoolteachers,a lower percentage of them will think that the actual hardship allowance has reached th
