摘要
基于特征价格理论,以学生和教师两个主要的教育成本主体为对象,讨论相对贫困等在教育成本函数中的隐形价格,从而测算处境不利的相对贫困学生达至同等教育成就所需的培养成本和环境艰苦的相对贫困地区聘用同等质量教师所需的工资成本。基于此,评估教育支出的充足性与公平性以及教育补偿政策的效果,从理论和技术两个层面讨论解决相对贫困问题的基础教育财政补偿制度。
Based on the Hedonic Price Theory,this paper discusses the hidden price of relative poverty in the education cost function,taking students and teachers as the main subjects of education cost,so as to calculate the training cost for disadvantaged relatively poor students to achieve the same educational achievement and the wage cost for employing teachers of the same quality in relatively poor areas with difficult environment.Based on this,this paper evaluates the adequacy and fairness of education expenditure and the effect of education compensation policy,and discusses the financial compensation mechanism for basic education to solve the problem of relative poverty from both theoretical and technical levels.
