摘要
目的:基于时空视角分析山东省疾病预防控制机构经济运行现状。方法:依据山东省统计年鉴和财政报表数据,运用疾控机构的数量、基础设施、人员、收支情况、薪酬等指标,对山东省疾病预防控制机构经济运行情况进行描述性分析、对比分析及局部热点分析。结果:"十三五"期间山东省疾控机构整体收入呈不稳定波动,政府财政拨款有所下降,事业收入占比较高;工作人员总量和卫生技术人员数量均有所下降,人员薪酬有待提升;地区间发展不均衡,东部地区较西部优势明显。结论:建议加大政府投入力度,建立稳定可持续的长效投入机制;合理规划机构资源配置,提高资源利用效率;统筹资源规划,推动区域间平衡发展;提高人员薪酬待遇,完善激励考核机制。
Objective:To analyze the economic operation status of Shandong disease,prevention and control institutions based on time and space perspective.Methods:Based on the data from the Shandong Provincial Statistical Yearbook and Financial Statements,using indicators such as the number,infrastructure,personnel,income and expenditure,salary and other indicators of the disease prevention and control organizations,the descriptive analysis,comparative analysis and local hot spots of the economic operation of the disease prevention and control organizations in Shandong Province analysis.Results:During the"Thirteenth Five-Year Plan"period,the overall revenue and expenditure of the Shandong Provincial Disease Control and Prevention Agency showed volatility and decline,and the financing structure accounted for a relatively high proportion of business income;the total number of personnel and the number of health technicians have decreased,and the salary of personnel needs to be improved;regional development is uneven,The east is significantly better than the west.Conclusion:Government investment should be increased to establish a stable and sustainable long-term investment mechanism;rationally plan institutional resource allocation to improve resource utilization efficiency;make overall plans for balanced development between regions;improve staff remuneration,incentives and assessment mechanisms.
