摘要
新型冠状病毒肺炎(COVID-19)疫情全球大流行为人民群众生命健康安全和社会稳定有序带来了前所未有的重大挑战。开展公共卫生科研协同攻关创新模式的研究,对于促进创新主体通力合作,提高新发、突发和烈性公共卫生事件科学防控和高效治理具有重要意义。分析发现,当前公共卫生协同攻关体系中存在协同攻关创新主体支撑力度不足、公共卫生体系与社会需求不匹配、投入渠道较为单一、协同创新机制亟待加强等短板。本文依循“目标层⇌创新主体层⇌融合支撑层”的层级思路,搭建起公共安全视角下的科研协同攻关链条融合体系框架。在此基础上,从畅通制度与机制协同、完善载体与平台布局以推动主体协同、强化产业链与创新链的融合衔接、发挥人才链与资金链的支撑融合等方面,提出了完善公共卫生科研协同攻关创新模式的建议。
The global pandemic of COVID-19 has brought the servere challenges on the people’s life and health and social stability.It is significant to implement the innovative mode of public health scientific research collaboration for promoting the further cooperation and improving the prevention and governance of public health emergencies.The existed public health scientific research collaboration had some problems,mainly as insufficient support,mismatch between public health system and social needs,single investment channel,and undeveloped collaboratively innovative mechanism.Following the hierarchical perspective of"target level-innovation subject level-integration support level",a framework of scientific research collaboration in view of public health based on chain integration was developed.Based on which,several countermeasures for improving research collaboration were put forward,mainly as improving the collaboration of system and mechanism,optimizing the layout of scientific research entities,carriers and platforms,strengthening the integration and connection of industrial chain and innovation chain,and enhancing the supporting role of talent chain and capital chain.
