摘要
耕地资源的减退严重威胁我国粮食安全,而基于占补平衡、增减挂钩以及残次林地资源开发等土地类项目也随着后备资源不足、集中连片性不高等因素逐渐减少,因此,寻求新的土地开发路径是当前以及今后必须要探讨的重要问题。低丘缓坡地的开发利用是加强土地资源优化配置、缓解土地供需矛盾、实现耕地占补平衡的有效途径。基于低丘缓坡地的开发,一定程度上创造了新的耕地资源,但很多有利用价值的土地仍然存在得不到充分合理的开发和利用,土地利用率不高,土地的集约利用率也有待提高。本文对低丘缓坡地开发的内涵和意义、研究方法以及丘陵区低丘缓坡地开发的适宜性及合理性进行探讨,并提出了低丘缓坡地开发存在的问题及建议,以期为我国丘陵区低丘缓坡地开发的适宜性评价和开发利用提供借鉴。
The decline of cultivated land resources seriously threatens China’s food security,and while land projects based on the balance of occupation and compensation,the linkage between increase and decrease,and the development of secondary forest land resources are also gradually decreasing with the insufficiency of reserve resources and low concentration of continuousness.The land development path is an important issue that must be discussed at present and in the future.The development and utilization of low hills and gentle slopes is an effective way to strengthen the optimal allocation of land resources,alleviate the contradiction between land supply and demand,and achieve the balance of occupation and supplement of cultivated land.Based on the development of low hills and gentle slopes,new cultivated land resources have been created to a certain extent,but many of the valuable land still cannot be fully developed and utilized,the land utilization rate is not high,and the intensive utilization rate of land is yet to be improved.This paper discusses the connotation and significance of the development of low hill and gentle slope land,research methods,and the suitability and rationality of low hilly slope development in hilly areas,and puts forward the problems and suggestions for the development of low hills and gentle slopes,with a view to providing a reference for the suitability evaluation and development of low hill and gentle slope land in hilly areas in China.
