摘要
2020年8月,中央提出"以内循环为主,国内国际双循环相互促进"的新发展格局。双循环格局隐含着对外贸高质量发展的要求。外贸高质量发展也是实现国民经济高质量发展的必要前提和重要保障。全球经济增速放缓与不平衡、高科技行业竞争日益激烈"、逆全球化"行为及贸易保护主义抬头、劳动力低成本优势消失是中国外贸高质量发展所面临的时代背景,贸易竞争获得新优势、贸易结构形成新均衡、贸易发展实现可持续、贸易推力产生新动能、贸易格局掌握话语权是外贸高质量发展的内在要求。推动外贸结构转型升级、优化国内外贸易环境并积极参与贸易规则制定,是实现外贸高质量发展的重要途径。
In August 2020,our government proposed a new development paradigm"with domestic circulation as the mainstay and domestic and international circulations reinforcing each other".The dual circulation paradigm implies the requirement for high-quality development of foreign trade.The high-quality development of foreign trade is also a necessary precondition and an important guarantee for the high-quality development of the national economy and society.The slowdown and imbalance of global economy,the increasingly fierce competition in high-tech industries,the rise of"anti-globalisation"and trade protectionism,and the disappearance of the low-cost advantage of labour are historical background for the high-quality development of China’s foreign trade.Gaining new advantages in trade competition,forming a new balance in trade structure,achieving sustainable trade development,generating new momentum in trade thrust,and mastering the discourse power in trade pattern are the internal requirements for high-quality development of foreign trade.Promoting the transformation and upgrading of foreign trade structure,optimizing the trade environment at home and abroad and actively participating in the formulation of trade rules are crucial ways to realize the high-quality development of foreign trade.
