摘要
灌溉是保障农业生产和国家粮食安全的基石。大中型灌区是粮食生产的主力军,是实施乡村振兴的主战场。很多大中型灌区水利开发历史悠久,深入挖掘灌溉文化、科学保护和合理利用灌溉工程遗产,建设“文化灌区”对灌区现代化改造建设具有突出的文化及现实意义。结合新时期大中型灌区现代化改造和长远高质量发展的文化需求,分析加强灌区文化建设的必要性及现实意义,提出结合灌区现代化改造推进“文化灌区”建设的实施路径及措施建议。
Irrigation is the cornerstone of agricultural production and national food security.Large and medium irrigation districts are the main force of grain production and the main battlefield of rural vitalization.Many large and medium irrigation districts have a long history of water-use development.It is of outstanding cultural and practical significance to excavate irrigation culture,scientifically protect and rationally utilize heritage irrigation structure,and construct“Cultural Irrigation District”for the modernization construction of irrigation districts.This paper analyzes the necessity and practical significance of strengthening the cultural construction in the irrigation districts according to the cultural needs of the modernization and long-term high-quality development of large and medium irrigation districts in the new period,and puts forward the implementation path and measures to promote the construction of“Cultural Irrigated District”in combination with the modernization of irrigation areas.
