现代节水型灌区建设探索与实践——以镫口灌区为例

摘要 灌区发展既要确保国家粮食安全,又要保障水安全和生态安全,还要为绿色农业现代化发展提供支撑。本文以内蒙古镫口扬水灌区为例,针对灌区信息化建设滞后和灌溉管理粗放等问题,为提高灌区自动化水平和灌溉效率,设计并实现了以机关为中心的覆盖灌区各管理所、闸和信息点,集遥测、遥信、遥调和遥控于一体的水资源利用和管理网络,并从灌溉供水保障率、灌溉水有效利用效率、用水计量率、水费收缴率、新技术推广应用等方面总结了主要指标任务完成举措,实现了灌区节水增效和可持续发展的目标。本文的工程举措为建成节水高效、设施完备、管理科学、防灾有力、生态良好、智慧文化的现代化节水型灌区提供了经验参考。 Irrigation district development should not only ensure national food security,but also guarantee water security and ecolog-ical safety,as well as provide support for the development of green agricultural modernization.This paper takes the Yellow River Dengkou irrigation district in Inner Mongolia as an example.In order to improve the accuracy of water measurement and irrigation efficiency in the irrigation district,the paper designs and implements a water resources utilization and management network cover-ing all management stations,institutes and information points in the irrigation district with the irrigation district administration as the centre,integrating telemetry,telematics,telecontrol and remote control.It also summarises the main indicators and tasks in terms of the guarantee rate of irrigation water supply,effective efficiency of irrigation water use,water metering rate,water fee col-lection rate,and the application of new technologies to achieve the goal of water conservation and sustainable development in the ir-rigation area.The engineering initiatives in this paper provides an empirical reference for building a modern water-saving irrigation district with high water conservation efficiency,complete facilities,scientific management,strong disaster prevention ability,good ecology and intelligent culture.
