摘要
《京津冀教育协同发展行动计划(2018-2020年)》对京津冀教育的协同发展进行了全面规划与部署。在京津冀教育协同发展的背景下,以残疾儿童义务教育和高中阶段教育为切入点研究发现,京津冀特殊教育协同发展面临如下挑战:一是京津冀特殊教育普及状况不均衡;二是师资、经费、办学条件等特殊教育质量保障状况不均衡;三是京津冀特殊教育发展协同乏力。建议通过完善京津冀特殊教育协同发展保障机制等策略,进一步推动京津冀特殊教育共建共享,互利共赢,协同发展。
The Action Plan for the Coordinated Development of Education in the Beijing-Tianjin-Hebei Region(2018-2020) has made comprehensive planning and deployment for the coordinated educational development in the Beijing-Tianjin-Hebei Region. Under this context, taking the compulsory education and high school education for children with disabilities as the starting point, this study found that the coordinated development of special education in Beijing, Tianjin and Hebei is facing the following challenges: First, the popularization of special education is not balanced;Secondly, the quality assurance of special education is not balanced, which is embodied in the unbalanced distribution of teachers, funds and management. Thirdly, the coordination of special education development needs improvement. It is suggested to improve the mechanism for the coordinated development of special education in the Beijing, Tianjin and Hebei Region to promote the joint construction and sharing of special education, enjoy the mutual benefit and create a win-win situation.
