摘要
新中国成立以来,流通改革始终是完善经济体制建设和优化经济治理体系的重大现实问题。数字经济时代,流通效率有望得到进一步突破,并成为打通国民经济循环堵点、推进双循环新发展格局的重要契机。由此,流通领域政府职能的动态调整和优化成为深化流通改革的关键议题。鉴于流通是市场交换关系的总体现,探讨政府职能优化还要以认识和尊重市场微观机制为前提。本文首先从政府职能演变的视角回溯了我国流通改革经验,并以数字经济时代流通发展对政府职能的新挑战和流通效率微观创新机制对政府职能发力点的启发为现实参照,对进一步优化政府职能、提升流通治理能力进行了整体反思并提出策略建议。
The reform of circulation has always been a crucial practical issue in improving the economic system and optimizing the economic governance system.Entering the era of digital economy,the efficiency of market circulation can make a greater breakthrough.This is also expected to become a key opportunity to break the blockages of the circulation of national economic and promote the new dual—circulation development pattern.Therefore,the dynamic adjustment and optimization of government functions in the field of circulation is also becoming a key issue in deepening the reform of circulation.As the circulation field is the overall embodiment of the market exchange relationships,the optimization of government functions should be based on the understanding and respecting of market micro-mechanisms.This paper first combs the main experience of circulation reform from the perspective of government functions transformation.Then,taking the new challenge of government functions brought by the development of circulation and the new inspiration of government functions based on the corporate micro-mechanisms as the realistic reference,we make an overall rethinking on how to continue to optimize government functions and enhance circulation governance capacity,and then put forward specific suggestions.
