新发展阶段我国贫困治理逻辑嬗变的三个维度被引量：7

Three Dimensions of the Evolution of China's Poverty Governance Logic in the New Stage of Development

摘要 2020年底,我国历史性地消除了农村绝对贫困,如期全面建成小康社会,进入新发展阶段。在新发展阶段,着眼于解决我国发展不平衡不充分问题,为适应人民不断增长的美好生活需要,以习近平同志为核心的党中央把促进全体人民共同富裕摆在更加重要的位置。相应地,党和政府治贫的使命从摆脱绝对贫困转向解决相对贫困问题,其逻辑亦需得到实质性变革,既有以消除绝对贫困为目标的贫困治理逻辑应得到根本性嬗变。具体表现为以下三个方面:贫困治理目标维度,由历史性地消除绝对贫困嬗变为解决相对贫困和多维贫困,并统筹城乡贫困治理;贫困治理主体维度,在党的领导下由政府主导嬗变为党的领导、政府主导与贫困人口、社会等多元主体共治;贫困治理方法维度,由开发式扶贫为主嬗变为开发式扶贫、预防性扶贫与保障性扶贫并重。 At the end of 2020,we bring about a historic resolution to the problem of absolute poverty in rural areas in China,build a moderately prosperous society in all respects as scheduled,and enter a new stage of development.In this new stage of development,focusing on resolving the imbalances and inadequacies in development,in order to meet the people's everincreasing needs for a better life,the Party Central Committee with Comrade Xi Jinping at the core puts the promotion of common prosperity for all people in a more important position.Correspondingly,the mission of CPC and the government to fight poverty shifts from getting rid of absolute poverty to solving the problem of relative poverty,and its logic also needs to undergo substantial changes.Both the poverty governance logic aimed at eliminating absolute poverty should undergo a fundamental change.Specifically,it is manifested in the following three aspects:in the dimension of poverty governance objectives,the historical eradication of absolute poverty changes to the solution of relative poverty and multidimensional poverty,and the overall planning of urban and rural poverty governance;in the dimension of the main body of poverty governance,it transformes from the government-oriented under the leadership of CPC to the leadership of CPC,government-oriented,poor people,society and other multiple subjects cogovernance;in the dimension of poverty governance methods,the development-oriented poverty alleviation transformes into a development-oriented poverty alleviation,preventive poverty alleviation and indemnificatory poverty alleviation.
