创建普及普惠县背景下县域民族地区农村幼儿园办学质量提升影响因素的实证研究

An Empirical Study on Factors Affecting Rural Kindergarten-running Improvement in the Context of Public-benefit Preschooling Being Widely Accessible Across the Counties in Ethnic Areas

摘要 民族地区创建学前教育普及普惠县,需对照标准、结合实际提升普及普惠、政府保障、幼儿园保教质量保障等水平。依据创建标准并梳理文献,对四川省阿坝藏族羌族自治州M县、W县农村地区幼儿园1427名教职工、家长开展调查得知,资源投入、公益性感知、满意度是影响民族地区农村幼儿园质量提升的关键因素,公益性感知在资源投入和满意度之间发挥部分中介作用。据此提出建议:确立普遍惠及全体儿童全面发展的目标,处理好普惠性学前教育高质量发展的效率与公平关系,提升县域内各级政府服务能力,提高人民群众对高质量学前教育的满意度,构建民族地区县域内城乡普惠性学前教育高质量发展协同机制。 The building of Public-benefit preschooling widely accessible across the counties in ethnic regions needs the levels of guarantees buttressed by both the governments and kindergartens in line with the national standards and local actualities.Based on national yardsticks for this initiative,this paper has surveyed 1427 staff members and parents of rural kindergartens in the Counties of M and W of Aba Prefecture.The survey has showcased that key factors affecting those kindergartens improvement are resources input,public welfare awareness,satisfaction.Public welfare perception serves partially as an intermediary between resources input and satisfaction.On this basis,proposals are offered as follows.First is to set an objective of overall development for the kids to whom public-benefit preschooling is universally accessible.Second is measures taken to handle well the nexus between effectiveness and equity in a high-quality development of such preschooling.Third is measures adopted to update the services offered by governments of different levels within the county.Fourth,every effort is exerted to meet the public’s satisfaction with the high-quality preschooling development.Last,a synergetic mechanism of high-quality preschooling development is built between rural and urban areas.
