摘要
【目的/意义】乡村振兴迫切需要一批爱乡村、知乡村、肯奉献的新乡贤,但是当前乡村仍面临着人才短缺的问题,因此以在外地的新乡贤为研究对象,对其回流的路径展开论述,以期从人才引进的角度为乡村振兴提供人才输入途径,推动乡村人才振兴。【方法/过程】对其在乡村振兴中发挥的作用展开机制分析,在探讨约束其回流的不利环境和制度缺位等因素的基础上,提出助推新乡贤回流的路径对策。【结果/结论】结果显示:新乡贤在乡村振兴中对乡村经济、民主自治、精神文化等方面起到了引领作用,但是面临着地方政府的忽视、人居环境吸引力的缺乏等环境约束以及土地产权制度的阻碍、鼓励性制度的缺失等制度约束。因此,地方政府应从制度平台建设、人居环境优化、文化力量感召等方面着手打造新乡贤回流路径。
【Objective/Meaning】The rural revitalization is in urgent need of a group of new rural sages who love and know the countryside and are willing to contribute.However,the countryside is still facing the problem of talent shortage.Therefore,by taking the new rural sages in other places as the research object,the path for their return was discussed,so as to provide the way of talent introduction for the rural revitalization and promote the revitalization of rural talents from the perspective of talent introduction.【Methods/Procedures】The mechanism of the role they played in the rural revitalization was analyzed.And then on the basis of discussing the factors such as the unfavorable environment restricting their return and the absence of system,some countermeasures were put forward to boost the return of new rural sages.【Results/Conclusions】The results showed that the new rural sages have played a leading role in the aspects such as rural economy,democratic autonomy,and spiritual culture of rural revitalization.However,they were faced with the environmental constraints such as the neglect of local government and the lack of attraction of human settlement environment,and the institutional constraints such as the obstacles of land property right system and the absence of encouraging system.Therefore,the local government should build the path for the return of new rural sages from the aspects of the construction of system platform,the optimization of human settlement environment,and the inspiration of cultural force,etc.
