摘要
推动国有科技型企业市场化改革的本质是解决利益归属和生产要素匹配两个问题,以此深层次激发人的创新动能,提升企业核心竞争力和运营绩效。当前,国有科技型企业自主创新能力不高、市场化激励机制不健全、高质量发展制度供给不足等问题依然突出。如何通过市场化改革建立现代化企业治理结构,吸引和留住高技术创新人才,构建高效灵活的经营机制,充分激发企业内生动力,是国有科技型企业市场化改革需要着力解决的重点问题。国有科技型企业市场化改革要加快补齐配套制度短板,建立灵活进退的人员流动机制,完善与绩效薪酬相适的考核机制和薪酬分配激励机制,创新监管模式,用制度机制破解国企与市场对接不畅、人员改革创新动力不足的限制。
Solving the problem of interest ownership and matching of production factors is the essence of market-oriented reform of state-owned technological enterprises,in this way,the innovation ability of human being can be effectively stimulated,and the core competitiveness and operation performance of the enterprise can be improved.At present,problems such as low independent innovation capabilities of state-owned technological enterprises,incomplete market-oriented incentive mechanisms,and insufficient supply of high-quality development systems are still outstanding.How to establish modern corporate governance structure through market-oriented reforms,attract and retain high-tech innovative talents,build efficient and flexible operating mechanisms,and fully stimulate the endogenous motivation of enterprises are key issues that need to be addressed in the market-oriented reform of state-owned technological enterprises.The market-oriented reform of state-owned technological enterprises should accelerate the completion of the shortcomings of the supporting systems,establish a flexible personnel flow mechanism for advance and retreat,and improve the performance and salary-appropriate evaluation mechanism and salary distribution incentive mechanism.It is also necessary to innovate the regulatory model,and use institutional mechanisms to break the constraints of poor connection between state-owned enterprises and the market and insufficient motivation for personnel reform and innovation.
