摘要
危险货物道路运输停车过程中一旦发生火灾、爆炸等事故,会对周边人员和设施的安全造成很大危害.为评估道路危险货物运输停车环节风险,在系统分析其存在的安全风险因素基础上,建立了由风险边界评估和整体风险指标评估2方面构成的停车过程风险评估体系.应用安全检查表法、定量风险评价法、层次分析法、模糊综合评价法等评估方法,建立了具体的风险评估模型.在实际应用中,对停车场地不同场景的风险程度进行了对比评估,提出了针对性的降低风险措施,为企业进行风险管控、提升安全管理绩效提供了实施依据,也验证了停车过程风险评估体系的可行性和实用性.
In the event of a fire,explosion and other accidents during the parking process for trucks transporting hazardous materials,it will cause great harm to the safety of surrounding personnel and facilities.In order to assess the risk of the parking process for trucks transporting hazardous materials,this paper has established a parking process risk assessment system consisting of risk boundary assessment and overall risk index assessment based on the systematic analysis of the existing safety risk factors.Using the safety checklist method,quantitative risk evaluation method,analytic hierarchy process,fuzzy comprehensive evaluation method and other evaluation methods,this research has established a specific risk evaluation model.In practical applications,the risk level of different scenarios in the parking lot was compared and evaluated,and targeted risk reduction measures were proposed.The research findings provided an implementation basis for enterprises to conduct risk control and improve safety management performance,and also verified the risk assessment system of the parking process.
