突发公共事件下的人力资源管理应对措施:功效检验与防范启示 被引量:9

Human Resource Management Countermeasures under Public Emergencies: A Test of Effectiveness and Prevention Implication

摘要 在面对突发公共事件时,企业需采取相应的人力资源管理措施,使企业在人员管理上更好地应对突发状况。在当今突发公共事件频发的情境下,如何建构行之有效的人力资源管理应对措施是企业实践和理论研究亟需解决的问题。本研究通过结构化访谈,以新冠疫情为例开发了适用于应对突发公共事件的人力资源管理量表,并检验了这一应对措施在个体层面积极的预测作用。结果表明,突发公共事件下的人力资源管理应对措施能够增强员工心理资本,进而提高员工的适应性绩效;同时,领导者关爱正向调节了突发公共事件下的人力资源管理应对措施与员工心理资本间的关系,以及心理资本在人力资源管理应对措施与员工适应性绩效间的中介效应。本研究在理论上为突发公共事件下的人力资源管理应对措施提供了一个具体的测量工具,且丰富了突发公共事件下的人力资源管理应对措施的影响效用研究;在实践上有助于启发企业管理者如何防患于未然,为企业提前部署面对突发公共事件时人力资源管理应对措施提供一定的借鉴。 In the face of public emergencies, enterprises need to take human resource management countermeasures, so that enterprises can better deal with emergencies in employee management. Nowadays, public emergencies occur frequently, how to construct a set of effective human resource management countermeasures has become an urgent problem for scholars and practitioners. In this study, a structured interview was used to develop a human resource management countermeasures scale targeted at responding to public emergencies(based on COVID-19). Then, we explored positive consequences of human resource management countermeasures at the individual level. The results showed that human resource management countermeasures could improve adaptive performance of employees by enhancing their psychological capital. Meanwhile, leader compassion positively moderated the relationship between human resource management countermeasures and employee psychological capital as well as the mediating effect of psychological capital on the relationship between human resource management countermeasures and employee adaptive performance. Theoretically, this study provides a specific measurement tool for the practice of human resource management countermeasures under public emergencies and enriches the research on their effectiveness. Practically, it is helpful to inspire enterprise and managers to implement effective human resource management activities for public emergencies in advance.
