摘要
公共危机容易引发政府失灵与市场失灵,民间志愿服务可以有效填补危机治理真空,用社会资源提供公共服务。以武汉市新冠肺炎疫情为样本进行考察后发现,公共危机中的民间志愿服务一般会经历“生成—扩散—消减—持续”的演变过程。在这个演变过程中,关键群体是生成民间志愿服务的核心主体,互联网是民间志愿服务扩散的主要平台,资源是影响民间志愿服务消减的关键内因,意义体系是民间志愿服务得以持续的重要条件,政府是推动民间志愿服务演变的主导因素。公共危机中的民间志愿服务是创新社会治理体制的重要资源,对于打造共建共治共享的社会治理格局具有重要意义,有必要根据其演变机理探索民间志愿服务的可持续发展机制。
Public crisis can easily lead to government failure and market failure.Private voluntary service can effectively fill the crisis governance vacuum and provide public services with social resources.Taking the COVID-19 epidemic in Wuhan as an example,we find that the private voluntary service in public crisis generally goes through the evolution path of“generation diffusion reduction sustainability”.In this evolution path,the key groups are the core subjects to generate the folk voluntary service,the Internet is the main platform for the spread of the folk voluntary service,the resources are the key internal factors affecting the decline of the folk voluntary service,the meaning system is an important condition for the continuity of the folk voluntary service,and the government is the leading factor to promote the evolution of the folk voluntary service.The non-governmental voluntary service in public crisis is an important resource to innovate the social governance system.It is of great significance to build a social governance pattern of CO governance and sharing.It is necessary to explore the sustainable development mechanism of folk voluntary service according to its evolution mechanism.
