摘要
2018年国务院出台的《关于优化科研管理提升科研绩效若干措施的通知》中提出,优化科研项目和经费管理、强化科研项目绩效评价;推动项目管理从重数量、重过程向重质量、重结果转变。随即江苏省委省政府于2018年8月26日出台《关于深化科技体制机制改革推动高质量发展若干政策》(苏发〔2018〕18号),其他相关部门也相继出台一系列政策。文章结合江苏省中医药研究院推进科研项目管理改革的实际情况进行总结分析,以期为江苏省创新科研项目管理机制提供建议。
In 2018,the State Council issued Notice on Several Measures to Improve Scientific Research Performance by Optimizing Scientific Research Management,proposing optimizing scientific research project and fund management,and strengthening scientific research project performance evaluation,thus promoting the change of project management from focusing on quantity and process to quality and result.Then,Jiangsu Provincial CPC Committee and Provincial Government issued Several Policies on Deepening the Reform of Scientific and Technological System and Mechanism to Promote High-quality Development(Su Fa〔2018〕No.18)on August 26,2018,and other relevant departments successively issued a series of policies.This paper summarizes and analyzes the actual situation of promoting scientific research project management reform in Jiangsu Institute of Traditional Chinese Medicine,and provides suggestions for innovative scientific research project management mechanism in Jiangsu province.
