摘要
土地兼具经济属性和空间属性,奠定了发展单元与治理单元的基础。在珠三角地区,集体主导了城市化进程中的土地开发秩序。集体的经营逻辑导致发展单元的村庄锁定,扭曲了城镇社区的空间生产逻辑和空间转型路径,社区空间趋于碎片化、区隔化和边缘化。社区空间转型陷入土地陷阱,消解了社区治理的空间基础。治理单元的空间分割和权责边界的空间模糊滋生了治理缝隙,抑制了社区的治理能力和治理责任。弥合社区治理缝隙,须通过地权调控适时地推动发展单元上移,进而超越社区空间转型的土地陷阱,这是统筹城乡治理并实现社区治理有序转型的重要方式。
Land has both economic and spatial attributes,which lays the foundation of developmentand governance units.In the Pearl River Delta region,the collective dominates the land development order in the process of urbanization.The logic of collective management leads to village locking of development units,distorts the logic of spatial production and spatial transformation path of urban communities,and community space tends to be fragmented,isolated and marginalized.The transformation of community space falls into the land trap,thus dissolving the spatial foundation of community governance.The spatial division of the governance unit and the spatial ambiguity of the power and responsibility boundary give rise to governance gaps and inhibit the governance ability and responsibility of the community.To bridge the gap of community governance,it is necessary to timely promote the upward movement of development units through land rights regulation,so as to transcend the land trap of community spatial transformation.This is an important way to coordinate urban and rural governance and realize the orderly transformation of community governance.
