摘要
EPC模式是工程企业的发展方向,总承包商需将设计、采购、施工高度融合,并对整个工程的质量安全、造价、进度、环保等方面有较高的把控能力。目前大型铁路工程EPC模式多采用总价合同,合同签署后,仅在若干条特殊情况下可调整合同额。根据国铁集团的规定,在项目初步验收后,建设单位需牵头开展清理概算工作,清理结果作为竣工结算的依据。本文结合清理概算的工作内容与EPC模式的特点,初步探讨总价合同下总承包商可能面临的风险,建议总承包商应统筹谋划,降低风险系数,具有一定的指导意义。
EPC mode is the development direction of engineering enterprises.General contractor needs to highly integrate theprocess of design,procurement and construction,whom meanwhileshould haveacomparativelyhigher ability to control the quality,safety,cost,schedule,environmental protection and other aspects of the whole project.At present,the EPC mode of large-scale railway engineering mostly adopts the lump sum contract.After signingthe contract,the contract amount can be adjusted only in a few special cases.According to the regulations of China Railway,after the projectpreliminary acceptance,the construction unit shall take the lead to carry out the liquidation estimates work,and the result shall serve as the basis for completion settlement.Combined with the work content of liquidation estimates and the characteristics of EPC mode,this paper preliminarily discusses the risks that the general contractor may face under the lump sum contract,gives the treatment measures,and suggests the general contractor to plan as a whole to reduce the risk coefficient,which has a certain guiding significance.
